Provision to Relatives with Mobile Visit Services

  1. Instructions for Mobile Visits:
    1. In order to carry out provisions of regulations, take into account development trend of modern science and technology and living habits of social mass communication and connection, and facilitate visits between an inmate and his/her family members, closest relatives, lawyers, defenders, or other persons with specific circumstances, the Correction Authority provides services of mobile visits to make the inmate able to timely contact his/her relatives, etc., so that they can visit an inmate who is serving a sentence far away without having to be travel-worn, for the purpose of serving the people.
    2. Mobile Visit means that a person requesting a visit can meet with the inmate in a prison through a smart mobile phone to avoid fatigue from a long journey and reduce transportation costs, so as to enhance family cohesion and strengthen family ties.
    3. The Mobile Visit shall be made through "Mobile Visits 3.0 app of the Agency of Correction", which can be downloaded from Android or iOS system. The data costs incurred from the connection shall be solely borne by the person requesting the visit. He/she shall confirm that the smart phone’s configuration and the network connection quality shall be stable so as to obtain the best connection quality.
  2. Provisions for Handling Visits:
    1. Paragraph 3 of Article 73 of the Prison Act.
    2. Measures for Visit through Using Communication Equipment in Prisons and Detention Centers.
  3. Application Object, Reason and Time and Supporting Documents to Be Submitted for Mobile Visits:

  4. Limit on number of Mobile Visits:
    1. The inmate can use the communication equipment to visit twice a month (please apply for making the second visit after the first visit). The number of Mobile Visits is calculated together with the number of remote visits and telephone visits. However, the authority can make an adjustment to increase or decrease the number as it deems necessary due to its location, equipment or other conditions.
    2. The number of visits referred to in the preceding paragraph shall not be counted in case that the visit is handled in accordance with the provisions in Paragraphs 1, 4, 5 of Article 4, and Paragraph 2 and Subparagraphs 3 to 6 of Paragraph 3 of Article 7 of the Regulations for Conducting Visits via Communication Devices in Prisons and Detention Centers.
  5. Time of Mobile Visit:
    Certain term is reserved for certificate verification and equipment calibration each time, and the visit term is 20 to 25 minutes each time.
  6. Handling Period for Mobile Visits:
    According to the "Office Calendar of the Government Authorities of the Republic of China" published by the General Office of Human Resources and Administration of the Executive Yuan, a working day is from 9:00 a.m. to 11:30 a.m. and from 14:00 to 16:30 p.m. One visit is made per half hour, and total 10 visits can be made.
    The reservation period is from 0:00 on the 7th day to 15:00 on the 2nd day before the appointed visit date.
    However, if the deadline falls on a national holiday or other rest day, it shall be brought forward to the working day before the holiday or rest day.
  7. Application method for Mobile Visits: (All applications for Mobile Visits are made by online reservation)
    1. To complete account application
      Please go to the "Convenience Service Portal of the Department of Correction, MOJ" https://service.mjac.moj.gov.tw "to make a registration (the system supports Google Chrome).
      To enter a personal mailbox on the convenience service portal, click to register, and then complete the "Statement on Consent to Personal Data Collection", "Registration Data Filling", and "Sending Registration Application" in sequence. The system sends a verification email, and then click the "link" to complete the account application.
      Then re-enter the mailbox and password to log in to the convenience service portal.
    2. To open access to visit service items
      Click "Application for Reservation Service Item” in "Account and Services" to complete the opening of access to "Reservation for Mobile Visits".
      The access processes for opening the service items of Mobile Visits are as follows:
      1. Select "Correction Authority" (Taipei Prison) in the "Application for Service Items", enter "Call Sign of the Inmate", click "Inquire" (confirm the name of the inmate), and select "Relationship with the inmate".
      2. Check the service items according to the access required to be opened. Please check "Reservation for Mobile Visits".
      3. Upload "identification documents", "relationship certification documents" and "clear front photo". "Identification documents" - the front and back of the ID card of the person requesting the visit. "Relationship certification documents" - documents sufficient to certify the relationship with the inmate, or other necessary relevant certification documents. (such as transcript of household registration, power of attorney to a lawyer, etc.) "Clear front photo" - the recent and clear front face photo of the person requesting the visit.
    3. After uploading the supporting documents in sequence, click "Confirm" to send the supporting documents. Wait for review result for the access to the service items of Mobile Visits, and pay attention to whether the review result notice for "access opening" has been received in the mailbox. (or notice for not passing the review)
    4. Online Reservation for Visit Time
      After completing the registration and opening access to reservation for the service items of Mobile Visits, please click "Online Reservation for Visits" in " Reservation for Visits", and select "Visit Type" (Mobile Visits), "Visit Object and Reason", "Other Persons Requesting the Visit", "Reservation Period" in sequence (to select the desired date and period).
      Confirm the information about reservation for visits and click "Confirm". Completed the application for reservation for Mobile Visits, wait for the review result.
    5. Wait for the notice for review result
      After completing the reservation for Mobile Visits, please pay attention to whether the notice for review result is received in the mobile phone or mailbox, or go to the "Inquiry for Online Reservation for Visits" on the convenience service portal to confirm the review progress.
    6. Receive the SMS one day before the visit date, and download the Mobile Visits 3.0 APP
      After the application for Mobile Visits is approved by the authority, the system will send a notice for link message (SMS/E-Mail) after 16:00 on the day before the visit.
      The person requesting the visit shall open the link URL in the SMS at the "designated time" to make connection. If the link is clicked during the non-visit period, it will not be valid. (Before the visit, the person requesting the visit shall actively show his/her certificate to a guard for check.)

Remarks:

  1. Before making the connection for the Mobile Visits, the "Department of Correction’s Mobile Visits 3.0 app" must be first downloaded on the mobile phone.
  2. The Prison cannot log in the services of Mobile Visits or apply for such services on behalf of anyone. Please carefully read the instructions on the website of the convenience service portal to make the registration and application.
